A Study on a New Scheme of Fertility Control Strategies in the Rural Area

Abstract
It is true that the main purpose of the study is to develop a model in need of systematic approach toward community organizations and target population. We understand that this study should be pursued under the full consideration of community characteristics to attain the pre-established hypothesis. Main objective of the System Approach for Target Population is to make community dwellers accept family planning services as a daily means of ordinary life. Another objective is to explore a desirable scheme to fulfill -the potential client¢¥s degree of satisfaction in contraception not only by an echelonic integration of program man powers, but also by the re-adjustment of program control functions¢¥ and activities.
Main concept of the- System Approach for Target Population is to make community people practice family planning practices more freely by themselves within the community context under the indirect control and assistance of the Government. 1 -admit that the design of model and development of functional activity in this study were based on the existing numerous research data and references, and the development of model was based on hypothesis which is expected to be applied later on in this study.
In order to insure the systematic implementation of family planning program in keeping pace with the general health delivery programs in an immediate future, the hypothesis of conceptual model expected to be developed in this study was established under the assumption that the future program policy especially on the field program implementation is¢¥ reconsidered and its size of program input is extremely minimized. s -
First, the Government oriented field worker-based program operation especially in the rural town and township level should be gradually developed in a form of consolidation to meet community level characteristics, especially to meet the needs -of community people as for as service provision is concerned. In order to attain the primary objective of the scheme described above, a coercive institutionalization of a system is highly needed to draw community dweller¢¥s attentions and sense of participation in. community health programs especially in utilizing available community resources such as medical manpower and facilities.
Second, we believe it is high time to take more positive attitudes in implementing community health programs than it has been, because -the program in county, town and township level has been concentrated in tackling inactively with the medical problems generated in the spots. In other words, community
;/level health program must be implemented on the base of a detailed and comprehensive plan of delivery scheme being established under. the thorough full }review and analysis of Ri and Dong level community variables and characteristics.
Third, the community level family planning program should be shifted from the present pattern being implemented through Government family planning networks with emphasis on contraceptive services into a new pattern which is placing main stress on the community level MCH and Family Health. Eventually, the contraceptives such as condom and oral pill should be supplied through the depot paced in the dwelling area, and other family planning clinical services are to be provided to the clients within a certain context of clinical-sphere within the community. The field workers span of activity is to be defined in assuming their vital roles in family planning IE& C activities, technical assistance and other activities pertaining to the program controls in the community level.
In conclusion, main attempt of this study driven by author is not only to improve the stereotyped single-line health delivery system employed by Government ¢¥for 20 years in the past, but also to provide a comprehensive family planning service to meet the health need of community people in concert with the common effort and strong sense of community dwellers¢¥ participation in a new health delivery scheme of the community.
